Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 21 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />Impact TRANS-30: Under Cumulative Plus Project Conditions, the Project would not result <br />in hazards regarding site access and circulation. <br /> <br />Findings Regarding Impact TRANS-30: Under Cumulative conditions, vehicle site <br />access to the Revised Project site would be similar to under Existing Plus Project Conditions <br />(Impact TRANS-16, above). This impact is less than significant. (DEIR, p. 4.14-82; FEIR, pp. 2- <br />17 to 2-19.) <br />Impact TRANS-31: Under Cumulative Plus Project Conditions, the Project would not <br />conflict with adopted bicycle or pedestrian policies, plans, or programs, or decrease the <br />performance or safety of those facilities. <br />Findings Regarding Impact TRANS-31: The Revised Project would result in the same <br />marginal increase in pedestrian and bicycle activity under cumulative conditions as under Existing <br />conditions (Impact TRANS-19, above. In addition to that assessment, pedestrian and bicycle <br />improvements identified in RWCmoves may be implemented under Cumulative conditions. The <br />increase in pedestrian and bicycle accessibility and safety throughout Redwood City would <br />improve walkability and bikeability of the Project site and improve access overall. This impact is <br />less than significant. (DEIR, p. 4.14-83; FEIR, pp. 2-17 to 2-19.) <br />Impact TRANS-32: Under Cumulative Plus Project Conditions, the Project would not <br />conflict with adopted transit policies, plans, or programs or decrease the performance or <br />safety of transit facilities. <br />Findings Regarding Impact TRANS-32: The Revised Project would have the same <br />impact on public transit under cumulative conditions as under existing conditions (Impact <br />TRANS-18). The Revised Project would not create new potential conflicts between various transit <br />modes and would not conflict with existing plans for transit service in the area. This impact is less <br />than significant. (DEIR, p. 4.14-83; FEIR, pp. 2-17 to 2-19.) <br />Impact TRANS-34: Under Cumulative Plus Project Conditions, the Project would not result <br />in substantial safety risks associated with a change in air traffic patterns. <br />Findings Regarding Impact TRANS-34: As previously discussed, the Revised Project’s <br />effects on air traffic patterns would be less-than-significant under Existing Plus Project Conditions <br />(Impact TRANS-17). The Revised Project’s effect on air traffic patterns would also be less than <br />significant under Cumulative Plus Project conditions. <br />B. Findings Regarding Potentially Significant Impacts <br />The following potential environmental impacts of the Harbor View Project were <br />determined to be potentially significant and to require mitigation measures to avoid their effects or <br />to reduce their severity, as set forth in Chapter 4, Sections 4.2 through 4.4, 4.5 through 4.8, 4.10, <br />and 4.14, of the DEIR, as incorporated into the FEIR. The City Council concurs with the <br />conclusions in the DEIR, as incorporated into the FEIR, and makes the following findings with <br />respect to such potentially significant impacts.
