Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 26 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />Impact CUL-1.CU: The Project, in combination with cumulative development in the vicinity <br />of the Project site, would contribute to a significant adverse cumulative impact to cultural <br />resources, but the contribution would not be considerable. <br />Mitigation Measures. Mitigation Measures CUL-2, CUL-3, and CUL-4 (EIR pp. 4-14 <br />and 4-15) (each listed above) will be implemented for the Project as provided in the <br />MMRP. <br />Findings Regarding Impact CUL-1.CU: Same as discussed under Impact CUL-2, above. <br />This impact is less than significant, and this finding is based on the entire record of proceedings for <br />the Project, as specified for Impact CUL-2. <br />4.6 Greenhouse Gas Emissions and Energy <br />Impact GHG-1: The Project would produce greenhouse gas emissions that exceed 1,100 <br />metric tons of CO2e per year, but would not exceed 2020 or 2030 CO2e per service population <br />emission thresholds. <br />Mitigation Measures. Mitigation Measure GHG-1 (TDM Plan) (FEIR pp. 4-16) will be <br />implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact GHG-1: Based on the FEIR and the entire record before the <br />City, the Council finds that Mitigation Measure GHG-1 will reduce the effect of Impact GHG-1, <br />such that the impact would be less than significant. GHG emissions generated from the construction <br />and operation of the Project would be less than the BAAQMD’s thresholds with adherence <br />Mitigation Measure GHG-1 to implement a TDM plan (FEIR Table 2-3 on FEIR p. 2-14). The <br />Revised Project is estimated to generation total annual GHG emissions of 10,767.8 MT CO2e, <br />which does not exceed the BAAQMD. Factoring in the Revised Project total service population of <br />3,061, the emissions per service population is 2.79 MT CO2e, which does not exceed the Project <br />level 2020 Significance Threshold of 4.6CO2e, but does meet the Project level 2030 Significance <br />Threshold, thus requiring mitigation. <br />The proposed “Site TDM Plan” prepared for the Project responds to Mitigation Measure <br />GHG-1 for the Revised Project would achieve at least a 20.7 percent reduction in vehicle miles <br />traveled (VMT) and associated GHG emissions (see FEIR Table 5-2 on p. 2-14).2 With these <br />reductions, total emissions associated with the Revised Project is reduced to below the year 2030 <br />significance threshold of 2.8 MT CO2e per service population. Thus, the impact is less than <br />significant after mitigation. This finding is based on the entire record of proceedings for the Project, <br />including but not limited to the discussion and analysis set forth on FEIR pages 2-12 through 2-14, <br />and full statements of the impact and mitigation measure on FEIR page 4-16, are hereby <br />incorporated herein in its entirety. <br /> 2 The Project Applicant's proposed Site TDM Plan for the Harbor View Project (2022) demonstrates a 22.0 percent <br />reduction in the anticipated rate of VMT per employee (Appendix B to this document).
