Findings and Statements Required by the California Environmental Quality Act
Harbor View Project PAGE 25 OF 48 ESA / 170951
Final Environmental Impact Report October 2022
ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A
REV: 11-02-2022 VR
and importance of the find and, if necessary, develop appropriate treatment measures in
conformance with Society of Vertebrate Paleontology standards, and in consultation with the City
of Redwood City. The impact would be reduced to less than significant. This finding is based on
the entire record of proceedings for the Project, including but not limited to the discussion and
analysis set forth on pages 4.4-17 of the DEIR and page 2-12 FEIR, and full statements of the
impact and mitigation measure on FEIR page 4-15, are hereby incorporated herein in its entirety.
Impact CUL-4: The Project could disturb human remains, including those interred outside
of formal cemeteries.
Mitigation Measures. Mitigation Measure CUL-4 (Inadvertent Discovery of Human
Remains) (FEIR p. 4-15) will be implemented for the Project as provided in the MMRP.
Findings Regarding Impact CUL-4: Based on the FEIR and the entire record before the
City, the Council finds that Mitigation Measure CUL-4 will reduce the effect of Impact CUL-4,
such that the impact would be less than significant. In the event of discovery or recognition of any
human remains during construction activities, Mitigation Measure CUL-4 specifies the suspension
of work until the San Mateo County Coroner has been contacted to determine that no investigation
of the cause of death is required. The Native American Heritage Commission (NAHC) will be
contacted within 24 hours if it is determined that the remains are Native American. The NAHC will
then identify the person or persons it believes to be the most likely descendant from the deceased
Native American, who in turn would make recommendations to the City of Redwood City for the
appropriate means of treating the human remains and any grave goods. With adherence to
Mitigation Measure CUL-4, the impact is less than significant. This finding is based on the entire
record of proceedings for the Project, including but not limited to the discussion and analysis set
forth on pages 4.4-17 of the DEIR and page 2-12 FEIR, and full statements of the impact and
mitigation measure on FEIR page 4-15, are hereby incorporated herein in its entirety.
Impact CUL-5: The Project could result in significant impacts to unknown tribal cultural
resources.
Mitigation Measures. Mitigation Measure CUL-2 (FEIR pp. 4-14) (listed for Impact
CUL-2, above) will be implemented for the Project as provided in the MMRP.
Findings Regarding Impact CUL-5: Same as discussed under Impact CUL-2, above.
This impact is less than significant, and this finding is based on the entire record of proceedings for
the Project, as specified for Impact CUL-2.
