Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 28 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />Impact HAZ-1.CU: The Project, combined with cumulative development in the Project <br />vicinity and citywide, could contribute considerably to cumulative impacts related to hazards <br />and hazardous materials. <br />Mitigation Measures. Mitigation Measure HAZ-1.CU (Mitigation Measures HAZ-1a and <br />HAZ-1b) (each listed above) (FEIR p. 4-18) will be implemented for the Project as <br />provided in the MMRP. <br />Findings Regarding Impact HAZ-1.CU: Same as discussed under Impact HAZ-1, above. <br />This impact is less than significant, and this finding is based on the entire record of proceedings for <br />the Project, as specified for Impact HAZ-1. <br />4.8 Hydrology and Water Quality <br />Impact HYD-5: The Project could exceed the capacity of existing or planned stormwater <br />infrastructure. <br />Mitigation Measures. Mitigation Measure HYD-5 (Pump Station Infrastructure) (FEIR p. <br />4-18) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact HYD-5: Based on the FEIR and the entire record before the <br />City, the Council finds that Mitigation Measure HYD-5 will reduce the effect of Impact HYD-5, <br />such that the impact would be less than significant. Prior to issuance of a certificate of occupancy <br />for the Project, the Project sponsor shall install a new redundant duty pump at the Oddstad Pump <br />Station and a new redundant duty pump at the Seaport Pump Station, pursuant to the Inner Harbor <br />Specific Plan Utilities Engineering Report prepared by West Yost for the City of Redwood City, <br />April 2015, and new stormwater mains to connect to the Seaport Boulevard Public Station, both in <br />accordance with all applicable City of Redwood City Engineering Standards, to the satisfaction of <br />the City. The Project sponsor shall receive a credit for costs of the infrastructure work above the <br />proportionate share of potential new development attributable to the Project, as determined by City. <br />This impact is less than significant after mitigation. This finding is based on the entire record of <br />proceedings for the Project, including but not limited to the discussion and analysis set forth on <br />DEIR pages 4.8-16 through 4.8-17, FEIR page 2-14, and full statements of the impact and <br />mitigation measure on FEIR page 4-18, are hereby incorporated herein in its entirety. <br />4.10 Noise <br />Impact NOI-1: Construction activities associated with the Project would result in substantial <br />temporary or periodic increases in ambient noise levels in excess of standards in the Project <br />vicinity. <br />Mitigation Measures. Mitigation Measure NOI-1 (FEIR p. 4-19) will be implemented for <br />the Project as provided in the MMRP. <br />Findings Regarding Impact NOI-1: Based on the FEIR and the entire record before the <br />City, the Council finds that Mitigation Measure NOI-1 would substantially lessen the severity of <br />Impact NOI-1, such that this potential impact would be less than significant because it will require <br />conventional construction-period noise abatement measures for construction of the Project. This
