Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 29 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />finding is based on the entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on DEIR pages 4.10-10 through 4.10-12, FEIR page 2-16, and full <br />statements of the impact and mitigation measure on FEIR page 4-19, are hereby incorporated herein <br />in its entirety. <br />4.14 Transportation and Circulation <br />Intersection Operations – Existing Plus Project (No Blomquist Extension) <br />Impact TRANS-5: The Project would add traffic to intersection #21 Edgewood Road / <br />Alameda de Las Pulgas and would cause this intersection to degrade from acceptable <br />operations of LOS D to unacceptable operations of LOS E in the AM peak hour under <br />Existing Plus Project Conditions. <br />Mitigation Measures. Mitigation Measure TRANS-5 (Signal Improvements) (FEIR p. 4- <br />23) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRANS-5: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-5 would substantially lessen the <br />severity of Impact TRANS-5, such that this potential impact would be less than significant because <br />it will implement improvements to signal operations at this intersection. This finding is based on <br />the entire record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on DEIR pages 4.14-39 through 4.14-40, FEIR pages 2-19 throughout 2-21, and <br />full statements of the impact and mitigation measure on FEIR page 4-23, are hereby incorporated <br />herein in its entirety. <br />Impact TRANS-6 The Project would result in the addition of traffic to intersection #1 <br />Veterans Boulevard / Whipple Road and would cause this intersection to degrade from LOS <br />D to LOS E in the AM peak hour under Existing Plus Project Conditions. <br />Mitigation Measures.
