Findings and Statements Required by the California Environmental Quality Act <br />Harbor View Project PAGE 30 OF 48 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A <br />REV: 11-02-2022 VR <br />Intersection Operations – Existing Plus Project (with Blomquist Extension) <br />Impact TRANS-11: The Project would add traffic to intersection #21 Edgewood Road / <br />Alameda de Las Pulgas and would cause this intersection to degrade from acceptable <br />operations of LOS D to unacceptable operations of LOS E in the AM peak hour under <br />Existing Plus Project Conditions with Blomquist Extension. <br />Mitigation Measures. Mitigation Measure TRANS-11 (Signal Improvements) (FEIR p. <br />4-24) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRANS-11: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-11 would substantially lessen the <br />severity of Impact TRANS-11, such that this potential impact would be less than significant <br />because it will implement improvements to signal operations at this intersection. This finding is <br />based on the entire record of proceedings for the Project, including but not limited to the discussion <br />and analysis set forth on DEIR pages 4.14-44 through 4.14-45, FEIR pages 2-19 throughout 2-21, <br />and full statements of the impact and mitigation measure on FEIR page 4-24, are hereby <br />incorporated herein in its entirety. <br />Impact TRANS-26: The Project would contribute a considerable amount of traffic and <br />increase intersection delay by more than five seconds in the AM peak hour for intersection #4 <br />Veterans Boulevard / Maple Street. <br />Mitigation Measures. Mitigation Measure TRANS-26 (Intersection Improvements/Fair <br />Share) (FEIR p. 4-29) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRANS-26: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-26 would substantially lessen the <br />severity of Impact TRANS-26 such that this potential impact would be less than significant because <br />it will implement improvements to signal operations at this intersection. This finding is based on <br />the entire record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on DEIR page 4.14-74, FEIR pages 2-19 throughout 2-21, and full statements of <br />the impact and mitigation measure on FEIR page 4-26, are hereby incorporated herein in its <br />entirety. <br />Other Transportation Issues – Project <br />Impact TRANS-21: Construction associated with development of the Project would increase <br />traffic volumes at area intersections and on area freeways, potentially causing temporary <br />increased congestion and/or disruption of vehicle, pedestrian, bicycle and transit circulation. <br />Mitigation Measures. Mitigation Measure TRANS-21 (Construction Management Plan) <br />(FEIR p. 4-30) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRANS-21: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-21 would substantially lessen the <br />severity of Impact TRANS-21 such that this potential impact would be less than significant because
