Findings and Statements Required by the California Environmental Quality Act Harbor View Project PAGE 30 OF 48 ESA / 170951 Final Environmental Impact Report October 2022 ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT A REV: 11-02-2022 VR Intersection Operations – Existing Plus Project (with Blomquist Extension) Impact TRANS-11: The Project would add traffic to intersection #21 Edgewood Road / Alameda de Las Pulgas and would cause this intersection to degrade from acceptable operations of LOS D to unacceptable operations of LOS E in the AM peak hour under Existing Plus Project Conditions with Blomquist Extension. Mitigation Measures. Mitigation Measure TRANS-11 (Signal Improvements) (FEIR p. 4-24) will be implemented for the Project as provided in the MMRP. Findings Regarding Impact TRANS-11: Based on the FEIR and the entire record before the City, the Council finds that Mitigation Measure TRANS-11 would substantially lessen the severity of Impact TRANS-11, such that this potential impact would be less than significant because it will implement improvements to signal operations at this intersection. This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on DEIR pages 4.14-44 through 4.14-45, FEIR pages 2-19 throughout 2-21, and full statements of the impact and mitigation measure on FEIR page 4-24, are hereby incorporated herein in its entirety. Impact TRANS-26: The Project would contribute a considerable amount of traffic and increase intersection delay by more than five seconds in the AM peak hour for intersection #4 Veterans Boulevard / Maple Street. Mitigation Measures. Mitigation Measure TRANS-26 (Intersection Improvements/Fair Share) (FEIR p. 4-29) will be implemented for the Project as provided in the MMRP. Findings Regarding Impact TRANS-26: Based on the FEIR and the entire record before the City, the Council finds that Mitigation Measure TRANS-26 would substantially lessen the severity of Impact TRANS-26 such that this potential impact would be less than significant because it will implement improvements to signal operations at this intersection. This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on DEIR page 4.14-74, FEIR pages 2-19 throughout 2-21, and full statements of the impact and mitigation measure on FEIR page 4-26, are hereby incorporated herein in its entirety. Other Transportation Issues – Project Impact TRANS-21: Construction associated with development of the Project would increase traffic volumes at area intersections and on area freeways, potentially causing temporary increased congestion and/or disruption of vehicle, pedestrian, bicycle and transit circulation. Mitigation Measures. Mitigation Measure TRANS-21 (Construction Management Plan) (FEIR p. 4-30) will be implemented for the Project as provided in the MMRP.
