This finding is based on the entire record of proceedings <br />for the Project, including but not limited to the discussion and analysis set forth on DEIR page 4.14- <br />61 through 4.14-62, FEIR pages 2-19 throughout 2-21, and full statements of the impact and <br />mitigation measure on FEIR page 4-26, are hereby incorporated herein in its entirety. <br />Cumulative Intersection Operations <br />Impact TRANS-24: The Project would contribute a considerable amount of traffic and <br />increase intersection delay by more than five seconds in the AM and PM peak hours for <br />intersection #1 Veterans Boulevard / Whipple Avenue. <br />Mitigation Measures. Mitigation Measure TRANS-24 (Signal Improvements) (FEIR p. <br />4-28) will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRANS-24: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-24 would substantially lessen the <br />severity of Impact TRANS-24 such that this potential impact would be less than significant because <br />it will implement improvements to signal operations at this intersection. This finding is based on <br />the entire record of proceedings for the Project, including but not limited to the discussion and <br />analysis set forth on DEIR page 4.14-73, FEIR pages 2-19 throughout 2-21, and full statements of <br />the impact and mitigation measure on FEIR page 4-28, are hereby incorporated herein in its <br />entirety. <br />Cumulative Freeway Operations <br />Impact TRANS-33: Under Cumulative Plus Project Conditions, the Project would <br />considerably contribute to inadequate emergency access. <br />Mitigation Measures. Mitigation Measure TRANS-33 (Emergency Vehicle Pre- <br />Emergency Share) (FEIR p. 4-30) will be implemented for the Project as provided in the <br />MMRP. <br />Findings Regarding Impact TRANS-33: Based on the FEIR and the entire record before <br />the City, the Council finds that Mitigation Measure TRANS-33 would substantially lessen the <br />severity of Impact TRANS-33 such that this potential impact would be less than significant because <br />the Project applicant shall install emergency vehicle pre-emption equipment to this intersection. This <br />finding is based on the entire record of proceedings for the Project, including but not limited to the <br />discussion and analysis set forth on DEIR page 4.14-84, FEIR pages 2-19 throughout 2-21, and full <br />statements of the impact and mitigation measure on FEIR page 4-30, are hereby incorporated herein <br />in its entirety. <br />VI.
