This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on DEIR page 4.14- 61 through 4.14-62, FEIR pages 2-19 throughout 2-21, and full statements of the impact and mitigation measure on FEIR page 4-26, are hereby incorporated herein in its entirety. Cumulative Intersection Operations Impact TRANS-24: The Project would contribute a considerable amount of traffic and increase intersection delay by more than five seconds in the AM and PM peak hours for intersection #1 Veterans Boulevard / Whipple Avenue. Mitigation Measures. Mitigation Measure TRANS-24 (Signal Improvements) (FEIR p. 4-28) will be implemented for the Project as provided in the MMRP. Findings Regarding Impact TRANS-24: Based on the FEIR and the entire record before the City, the Council finds that Mitigation Measure TRANS-24 would substantially lessen the severity of Impact TRANS-24 such that this potential impact would be less than significant because it will implement improvements to signal operations at this intersection. This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on DEIR page 4.14-73, FEIR pages 2-19 throughout 2-21, and full statements of the impact and mitigation measure on FEIR page 4-28, are hereby incorporated herein in its entirety. Cumulative Freeway Operations Impact TRANS-33: Under Cumulative Plus Project Conditions, the Project would considerably contribute to inadequate emergency access. Mitigation Measures. Mitigation Measure TRANS-33 (Emergency Vehicle Pre- Emergency Share) (FEIR p. 4-30) will be implemented for the Project as provided in the MMRP. Findings Regarding Impact TRANS-33: Based on the FEIR and the entire record before the City, the Council finds that Mitigation Measure TRANS-33 would substantially lessen the severity of Impact TRANS-33 such that this potential impact would be less than significant because the Project applicant shall install emergency vehicle pre-emption equipment to this intersection. This finding is based on the entire record of proceedings for the Project, including but not limited to the discussion and analysis set forth on DEIR page 4.14-84, FEIR pages 2-19 throughout 2-21, and full statements of the impact and mitigation measure on FEIR page 4-30, are hereby incorporated herein in its entirety.
