(Guidelines §15126(a)). <br />A. Project Objectives <br />The Project objectives for the Harbor View Project are below. <br /> Develop a lively working environment with office uses within the Inner Harbor to promote <br />innovation and creativity. <br /> Orient development toward internal open space and allow public access to accommodate <br />bicycle and pedestrian linkages through the Project site toward future public open space near <br />the water. Respect views of the water and hills by maintaining and enhancing key view <br />corridors. Create a day/night environment that is safe and enjoyable for residents, employees, <br />and visitors. <br /> Cluster development to provide adequate buffer to adjacent industrial uses. <br /> Provide publically-accessible recreation and open space amenities within the Project site, in <br />support of the citywide adopted parkland standard. <br /> Insist upon quality architecture, streetscapes, public place improvements, and other <br />“placemaking” features. <br /> Provide for new and improved pedestrian and bicycle paths to facilitate connections between <br />the Project site and Downtown Redwood City contemplated as part of the Woodside/101 <br />improvement plan. <br /> Plan for land use and circulation compatibility with adjacent institutional, industrial, and port- <br />dependent uses, through effective building placement, orientation, and screening. <br />B. Significant Environmental Impacts of the Project <br />Based on the analyses in Chapters 4.1 through 4.14 of the DEIR, the City has determined <br />that all of the proposed Project’s potentially significant environmental effects would be avoided or <br />reduced to less-than-significant levels through implementation of the mitigation measures <br />described in the DEIR and MMRP, except for the following: <br />4.2 Air Quality <br />Impact AIR-1.CU: Development of the Project, combined with cumulative development <br />citywide, would result in cumulative air quality impacts.
