Mitigation Monitoring and Reporting Program <br /> <br />Harbor View Project 8-8 ESA / 170951 <br />Final Environmental Impact Report October 2022 <br />ATTY/RESO.0085/PC RESO RECOMMENDING CEQA – EXHIBIT B <br />REV: 10-28-2022 VR <br />TABLE 8-1 (CONTINUED) <br />HARBOR VIEW PROJECT MITIGATION MONITORING AND REPORTING PROGRAM <br />Impact Mitigation Measure Implementation Responsibility Action Monitoring Party Monitoring Schedule <br />4.8 Hydrology and Water Quality <br />Impact HYD-5: The Project could exceed the <br />capacity of existing or planned stormwater <br />infrastructure. <br /> <br />Mitigation Measure HYD-5: Pump Station Infrastructure <br />Prior to issuance of a certificate of occupancy for the Project, the Project sponsor shall install a <br />new redundant duty pump at the Oddstad Pump Station and a new redundant duty pump at the <br />Seaport Pump Station, pursuant to the Inner Harbor Specific Plan Utilities Engineering Report <br />prepared by West Yost for the City of Redwood City, April 2015, and new stormwater mains to <br />connect to the Seaport Boulevard Public Station, both in accordance with all applicable City of <br />Redwood City Engineering Standards, t o the satisfaction of the City. The Project sponsor shall <br />receive a credit for costs of the infrastructure work above the proportionate share of potential new <br />development attributable to the Project, as determined by City. <br />Project Applicant or designee <br />Construction contractor(s) <br /> <br />Install specified infrastructure City of Redwood City – <br />Engineering Division to review <br />and inspect installation <br /> <br />City of Redwood City – <br />Engineering Division to review <br />post-Project conditions and <br />determine if credit for cost is <br />warranted. <br />Prior to issuance of a <br />certificate of occupancy <br /> <br /> <br /> <br />Post Project operation <br />4.10 Noise <br />Impact NOI-1: Construction activities associated <br />with the Project would result in substantial <br />temporary or periodic increases in ambient noise <br />levels in excess of standards in the Project <br />vicinity. <br /> <br />Mitigation Measure NOI-1: Throughout demolition, grading and construction, the Project applicant <br />shall require construction contractors to limit standard construction activities as follows: <br /> Consistent with Section 24.32 of the Redwood City Noise Ordinance, construction activities shall be limited to the hours of 7:00 AM to 8:00 PM on weekdays; no construction shall take place at <br />any time on Saturdays, Sundays, and holidays, if the construction generates noise levels exceeding the local ambient noise level measured at any point within a residential area. <br /> Equipment and trucks used for construction shall use the best available noise control techniques <br />(e.g., improved mufflers, equipment redesign, use of intake silencers, ducts, engine enclosures, and acoustically attenuating shields or shrouds. <br /> Impact tools (e.g., jack hammers, pavement breakers, and rock drills) used for construction shall <br />be hydraulically or electrically powered wherever possible to avoid noise associated with <br />compressed air exhaust from pneumatically powered tools. Where use of pneumatic tools is unavoidable, an exhaust muffler on the compressed air exhaust shall be used; this muffler can <br />lower noise levels from the exhaust by up to about 10 dBA. External jackets on the tools themselves shall be used where feasible; this could achieve a reduction of 5 dBA. <br /> Stationary noise sources shall be located as far from adjacent receptors as possible and they <br />shall be muffled and enclosed within temporary sheds, incorporate insulation barriers, or include other measures. <br />Project Applicant or designee <br />Construction contractor(s) <br /> <br />Incorporate requirements into <br />the project plans, construction <br />contracts and/or construction <br />bid solicitation materials <br />Comply with measures and <br />limitations <br />City of Redwood City – <br />Transportation to review and <br />confirm incorporation of <br />measures <br /> <br />Prior to issuance of <br />building permits for each <br />project building <br /> <br />During all Project site <br />preparation and <br />construction activities <br /> <br />4.14 Transportation and Traffic <br />Impact TRANS-1: The Project would add a <br />substantial number of vehicles to the Woodside <br />Road corridor and cause vehicle delay to worsen <br />substantially. <br />. <br />Mitigation Measure TRANS-1: The Project applicant shall contribute its fair -share contribution to <br />improvements to add capacity along the Woodside Road corridor and improvements to the US <br />101/SR 84 interchange pursuant to the US 101/SR 84 Interchange Improvement Project. The City <br />shall ensure that the required fair-share payment has been submitted prior to issuance of the f irst <br />building permit for the Project. <br />(The US 101/SR 84 Interchange Improvement Project is under Caltrans’s control with uncertain <br />funding and is therefore not guaranteed to be constructed.) <br />Project Applicant or designee <br />Construction contractor(s) <br /> <br /> <br />Contribute required fair-share <br />contribution <br />City of Redwood City – <br />Transportation Division to <br />ensure submittal of required fair- <br />share payment <br /> <br />Prior to issuance of first <br />building permit for the <br />Project <br /> <br />Impact TRANS-2: The Project would add a <br />substantial number of vehicles to the Woodside <br />Road corridor and cause vehicle delay to worsen <br />substantially. <br />Mitigation Measure TRANS-2A: The Project applicant shall contribute its fair -share contribution to <br />improvements to add capacity along the Woodside Road corridor and improvements to the US <br />101/SR 84 interchange pursuant to the US 101/SR 84 Interchange Improvement Project. The City <br />shall ensure that the required fair-share payment has been submitted prior to issuance of the first <br />building permit for the Project. <br />Project Applicant or designee <br />Construction contractor(s) <br /> <br />Contribute required fair-share <br />contribution <br />City of Redwood City – <br />Transportation to ensure <br />submittal of required fair-share <br />payment <br />Prior to issuance of first <br />building permit for the <br />Project <br /> <br /> Mitigation Measure TRANS-2B: Prior to receiving the first certificate of occupancy for the Project, <br />the Project applicant shall construct geometric changes to the westbound (Middlefield) approach at <br />Woodside Road / Middlefield Road to the satisfaction of the City, including two left-turn pockets of <br />400 feet, one through lane, and a shared through-right lane pocket of 100 feet. <br />Mitigation measure no applicable to the project; <br />deleted in Final EIR (Ch.4, #19). <br /> <br />Impact TRANS-3: The Project would add traffic to <br />intersection #8 Blomquist Street / Seaport <br />Boulevard / East Bayshore Road and would cause <br />this intersection to degrade from acceptable <br />operations of LOS C to unacceptable operations of <br />LOS F in the PM peak hour under Existing Plus <br />Project without Blomquist Extension Conditions. <br />Mitigation Measure TRANS-3A: Project, the Project applicant shall reconstruct the westbound <br />approach of East Bayshore to accommodate two left-turn lanes with 225-foot pockets, one through <br />lane, and an extended right-turn pocket (from 50 feet to 150 feet). In addition, the applicant shall <br />install a second eastbound right-turn pocket on Blomquist Street.
