ATTY/RESO.0096/PC RESO GRANTING APPROVAL OF ARC PERMIT & TENTATIVE PARCEL – 2966 BAY RD – 891 SECOND AVE – 867 <br />SECOND AVE <br />REV: 11-09-2022 JB <br />Page 2 of 5 <br />NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF <br />THE CITY OF REDWOOD CITY, AS FOLLOW: <br /> <br />Section 1. The Planning Commission, having independently heard, considered, and <br />weighed all the evidence in the record, finds that the above recitals are accurate and <br />constitute findings in this matter, and together with the staff report and all application <br />materials, including without limitation the development plans, and all other documents, <br />reports, studies, memoranda, maps, oral and written testimony, and materials in the City’s <br />file for the application, and all adopted City planning documents relating to the Project and <br />the Property including the City’s General Plan, Zoning Ordinance, Municipal Code, other <br />applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this resolution. <br /> <br />Section 2. CEQA: The Planning Commission finds that the Project is exempt from <br />the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section <br />15305 (Class 5), Minor Alterations in Land Use Limitations, as the proposed tentative <br />parcel map is a minor alteration in lot lines to combine three lots in an area with an <br />average slope of less than 20 percent that does not result in any change in land use or <br />density, and CEQA Guidelines Section 15332 (Class 32 – “Infill Development Projects”), <br />as set forth in the CEQA Memorandum dated November 15, 2022and incorporated herein <br />by reference, because: <br /> <br />a. The project is consistent with the applicable general plan designation and <br />zoning regulations; and <br />b. The proposed development occurs within city limits on a project site of no <br />more than five acres substantially surrounded by urban uses; and <br />c. The project site has no value as habitat for endangered species; and <br />d. Approval of the project would not result in significant effects related to traffic, <br />noise, air quality, or water quality; and e. The site can be adequately served <br />by all required utilities and public services. <br /> <br />Section 3. The Planning Commission is able to make the required Architectural <br />Permit findings for project approval as described below: <br /> <br />A. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance; <br /> <br />The proposed building is designed in a contemporary style including a glass <br />façade and a defined glass entry feature. The exterior utilizes a variety of methods <br />to avoid monotony in the exterior appearance by incorporating visual breaks in <br />the structure including glazing, recesses, and material transitions that provide <br />visual interest and break up the massing of the building. <br /> <br />B. The size and design of the structure shall be considered for the purpose of <br />determining that the structure is in proportion to its building site and that it <br />has a balance and unity among its external features so as to present a <br />harmonious appearance; <br />
