ATTY/RESO.0096/PC RESO GRANTING APPROVAL OF ARC PERMIT & TENTATIVE PARCEL – 2966 BAY RD – 891 SECOND AVE – 867 <br />SECOND AVE <br />REV: 11-09-2022 JB <br />Page 3 of 5 <br />The proposed project meets all applicable development standards for the <br />Industrial Restricted (IR) zoning district including setbacks, height, floor area ratio <br />requirements and parking. The project proposes a maximum height of 47 feet, 7 <br />inches, where 75 feet is allowed in the IR zoning district. The building is well <br />designed with a consistent architectural style throughout each elevation and is <br />well proportioned to create a balanced and harmonious appearance. The parking <br />garage located at the ground level provides an additional stepback along the <br />elevations fronting Bay Road and Second Avenue and incorporates a green <br />screen planting trellis that complements the building and reduces the appearance <br />of the garage and the overall massing of the building. <br /> <br />C. The extent to which the structure conforms to the general character of other <br />structures in the vicinity insofar as the character can be ascertained and is <br />found to be architecturally desirable; <br /> <br />The project site is surrounded with a mixture of uses including office, retail, single- <br />family and multi-family residential uses. In addition, the project site is adjacent to <br />Stanford Redwood City Campus and Andrew Spinas Park. The building’s <br />proposed contemporary architectural style includes quality exterior materials and <br />conforms to the general character of existing uses and building designs in the <br />surrounding area. <br /> <br />D. The extent to which excessive ornamentation is to be used and the extent <br />to which temporary and second-hand materials, or materials which are <br />imitative of other materials, are to be used; <br /> <br />The project would not use excessive ornamentation and utilizes high quality <br />exterior materials including glass, exterior metal frame, concrete cladding, and <br />aluminum trellis. <br /> <br />E. The extent to which natural features, including trees, shrubs, creeks, and <br />rocks, and the natural grade of the site are to be retained; <br /> <br />The project site is flat and does not contain significant natural features. The <br />project includes new on-site landscaping and street tress that would enhance and <br />increase the quality and quantity of natural features on the site. The project <br />proposes the removal of one tree along the Bay Road frontage to accommodate <br />construction. The tree is a 5-inch holly oak tree, and it is not a heritage tree under <br />the Redwood City Tree Preservation Ordinance. <br /> <br />F. The accessibility of off-street parking areas and the relation of parking <br />areas with respect to traffic on adjacent streets; <br /> <br />The project includes 55 parking spaces, where 52 parking spaces are required <br />for the site. The parking is located in an above grade parking garage located on <br />level one. The parking garage and driveway is accessible via Second Avenue. <br /> <br />G. The reservation of landscaping areas for the purposes of separating or <br />screening service and storage areas from the street and adjoining building
