The site is flat, has a frontage along Bay Road and Second <br />Avenue, and is surrounded by other uses similar in height and intensity, and <br />properties similar in size. <br /> <br />C. The design or proposed improvements are likely to cause substantial <br />environmental damage, or substantially and avoidably injure fish, wildlife <br />or their habitat, or cause serious public health problems. <br /> <br />The combination of three existing parcels into a single parcel would not cause <br />substantial environmental damage, injure fish or wildlife or their habitat, and <br />would not cause serious public health problems because the site is located within <br />an industrial setting surrounded by other developed properties. <br /> <br />The sites are currently developed with an auto service center and restaurant use <br />with surface parking which would be redeveloped to accommodate the proposed <br />development. <br /> <br />D. The design or improvements of the proposed subdivision will conflict with <br />essential public easements for access through, or use of, property within <br />the proposed subdivision, unless acceptable alternate public easements <br />will be provided. <br /> <br />The lot combination would not conflict with any essential public easements for <br />access. The proposed project would not conflict with access of or to any adjacent <br />properties. <br /> <br />E. Such other findings of conflict with written public policy or with the public <br />interest as the Subdivision Committee may determine. <br /> <br />The project does not conflict with any written public policy or with the public <br />interest. <br /> <br />Section 5. Approval Subject to Conditions: The Architectural Permit and Tentative <br />Map are hereby approved based on the Planning Commission consideration and reliance <br />on the CEQA Memorandum and in accordance with the attached and referenced plans, <br />details and descriptions contained therein, attached hereto and incorporated herein by <br />reference, and subject to the Conditions of Approval as provided in Exhibit A attached to <br />this resolution. <br /> <br />Section 6.
