Further, as set forth in subdivision (d) of CEQA <br />Guidelines section 15183, the proposed project is consistent with the <br />DTPP, and an EIR was prepared for the DTPP. <br /> <br />f. Pursuant to CEQA Guidelines section 15091(e), the documents and <br />other materials that constitute the record of proceedings upon which the <br />Planning Commission has based its decision are located in and may be <br />obtained from, the Office of the City Clerk at 1017 Middlefield Road, <br />Redwood City California. The City Clerk is the custodian of records for <br />all matters before the City. <br /> <br />4. The Planning Commission hereby recommends that the City Council should <br />approve the DTPP Amendment Application as shown in Exhibit A and Exhibit B because <br />the building at 1322 El Camino Real is not eligible as an individual historic resource and <br />because the proposed Project is consistent with, conforms to the intent of, and will <br />appropriately implement, the DTPP. <br /> <br />5. The Planning Commission hereby recommends that the City Council should <br />approve the Downtown Planned Community Permit Application DPC2021-005 because: <br /> <br />a. The Project and improvements proposed therein are consistent with, <br />conform to the intent of, and will appropriately implement the DTPP for <br />the Project; and <br /> <br />b. The establishment, maintenance and operation of the project and <br />improvements proposed by Downtown Planned Community permit <br />DPC2021-005 will not, under the circumstances of this particular case, <br />be detrimental to the health, safety peace, morals, or general welfare of <br />persons residing or working in the neighborhood of the project, or be <br />detrimental or injurious to property or improvements in the neighborhood <br />of the project, or to the general welfare of the City, because the project <br />has been found to be consistent with the community goals established <br />in the City's General Plan and Zoning Ordinance; and <br /> <br />c. The Project and improvements comply fully with all applicable standards <br />of the DTPP; and <br /> <br />d. The Project and improvements comply with all but seven (7) guidelines <br />of the DTPP. The aspects of the Project which do not conform to the <br />guidelines of the DTPP (which are recommended, not mandatory) <br />nonetheless adequately promote the overall intent of the DTPP. <br /> <br />6. Tentative Parcel Map Findings. Pursuant to Municipal Code Section 30.42 <br />and Subdivision Map Act section 66473.5, the Planning Commission finds that none of <br />the following findings requiring or supporting denial of the Tentative Parcel Map <br />Application apply to the Project: <br />
