TDM monitoring requirements will ensure compliance and updates to identify <br />replacement and/or additional feasible TDM measures as necessary to meet trip reduction <br />targets. The City may impose penalties to ensure compliance if reporting demonstrates <br />non-compliance. This finding is based on the entire record of proceedings for the Project, <br />including but not limited to the discussion and analysis set forth on pages 182 through 192 <br />of the DEIR, which includes a full statement of the impact and applicable mitigation <br />measures and is hereby incorporated herein in its entirety. <br />7. Transportation and Traffic Impacts TRN-C: The Project would not result in a <br />cumulatively considerable contribution to a significant transportation impact. <br /> <br />Mitigation Measures. Mitigation Measure TRN-2.1 <br />will be implemented for the Project as provided in the MMRP. <br />Findings Regarding Impact TRN-C. The Planning Commission hereby finds <br />that incorporating the requirements of Mitigation Measure TRN-2.1 into the Project would <br />sufficiently reduce Impact TRN-C with respect to VMT associated with the fitness center, <br />such that these potential impacts would be less than significant, because this mitigation <br />measure requires additional TDM measures into the proposed TDM plan sufficient to <br />demonstrate that VMT associated with the fitness center would be reduced to 15.0 or less <br />per employee. The TDM plan shall include financial incentives for employees and/or <br />patrons that utilize alternative modes of transportation to travel to and from the site (i.e., <br />parking cash outs, carshare/bikeshare memberships and/or subsidies, transit subsidies, <br />etc.). Findings Regarding Project Alternatives <br />Through the environmental review process, the City identified the following potential <br />Project alternatives for consideration: <br />Residential Development Only Alternative <br />A residential development only would eliminate the commercial use, and just provide <br />housing. This alternative would assume additional residential development would occur in <br />the southeastern portion of the site where commercial uses are currently proposed. The <br />location of the residential building cannot change due to the Mixed-Use Waterfront <br />designation of the parcel adjacent to the water which allows for residential development <br />within the project site. This alternative would eliminate Impact TRN-2. The mitigation <br />measures required to bring Impact AIR-2, Impact BIO-1, and Impact BIO-2 to a less than <br />significant level would still be required. Therefore, a residential development only <br />alternative was considered but rejected. <br />
