This buffer may be increased by the qualified
plant ecologist depending on site-specific conditions and
activities planned in the area, but must be at least 50 feet
wide for permanent impacts. Situations for which a
greater buffer may be required include proximity to
proposed activities expected to generate large volumes of
dust that cannot be effectively mitigated, such as grading;
potential for project activities to alter hydrology supporting
the habitat for the species; or proximity to proposed
structures that may shade areas farther than 50 feet
away. The purpose of the survey will be to assess the
presence or absence of Congdon’s tarplant.
