This marking shall be maintained <br />intact and in good condition throughout project-related <br />construction activities. <br /> <br />If complete avoidance is not feasible and more than 10 <br />percent of a population (by occupied area or individuals) <br />would be impacted as determined by a qualified plant <br />ecologist then MM BIO-1.3, discussed below, shall be <br />implemented. <br /> <br />MM BIO-1.3: Preservation or Creation and Management <br />of a Mitigation Population. If avoidance of Congdon’s <br />tarplant is not feasible and more than 10 percent of the <br />population would be impacted, compensatory mitigation <br />shall be provided via the preservation, enhancement, and <br />management of occupied habitat for the species, or the <br />creation and management of a new population.
