Alternately, seed from the <br />population to be impacted may be harvested and used <br />either to expand an existing population (by a similar <br />number/occupied area to compensate for impacts to <br />Condgon’s tarplant beyond the 10 percent significance <br />threshold) or establish an entirely new population in <br />suitable habitat. <br /> <br />Areas proposed to be preserved as compensatory <br />mitigation for impacts on Congdon’s tarplant must contain <br />verified extant populations of the species, or in the event <br />that enhancement of existing populations or <br />establishment of a new population is selected, the area <br />must contain suitable habitat for the species as identified <br />by a qualified plant ecologist. Mitigation areas shall be <br />managed in perpetuity to encourage persistence and <br />even expansion of this species.
