The permanent protection and management of mitigation lands shall be ensured through an appropriate mechanism, such as a conservation easement or fee title purchase. A habitat mitigation and monitoring plan (HMMP) shall be developed and implemented for the mitigation lands. That plan shall include, at a minimum, the following information: a summary of habitat impacts and the proposed mitigation; a description of the location and boundaries of the mitigation site and description of existing site conditions; a description of measures to be undertaken to enhance (e.g., through focused management that may include removal of invasive species in adjacent suitable but currently unoccupied habitat) the mitigation site for Congdon’s tarplant; a description of measures to transplant individual plants or seeds from the impact area to the mitigation site, if appropriate (which will be determined by a qualified plant or restoration ecologist);
