ATTY/RESO.0075/PC RESO 1690BROADWAY
REV: 07-11-23 JB
Page 6 of 24
development. The architectural design and scale of the proposed hotel are suited
to the area and are in keeping with similar new construction and remodels in the
area. The AAC recommended approval of the project and found the project to be
architecturally desirable.

d. The extent to which excessive ornamentation is to be used and the
extent to which temporary and second-hand materials, or materials which
are imitative of other materials, are to be used;

The proposed hotel exterior materials would be designed without excessive
ornamentation. The design includes high-quality exterior materials and finishes
including fiber cement siding, vinyl windows, precast plinths, and cement plaster
cladding. The building includes large glazing, precast trim elements, metal
canopies, and metal sunshades above windows. The project is designed to
minimize the appearance of massing through façade articulation.

e. The extent to which natural features, including trees, shrubs, creeks,
and rocks, and the natural grade of the site are to be retained;

The project would include removal of six existing trees at the site and would plant
10 new street trees spaced along three street frontages. The site is flat and would
retain the natural grade of the site.

f. The accessibility of off-street parking areas and the relation of parking
areas with respect to traffic on adjacent streets;

Access to an off-street parking garage would be provided from Beech Street. The
parking garage would contain 91 parking spaces, including motorcycle spaces and
ADA accessible spaces. The parking would be managed by a 24-hour valet service
to ensure minimal queueing. There would be two loading space along Beech and
two passenger loading spaces on Broadway to handle any overflow queueing. The
site would provide 91 parking spaces for 112 guest rooms, which, in a parking
analysis performed by Hexagon Traffic Consultants (dated March 14, 2023), was
found to be sufficient for the site. Staff finds the proposed parking to be consistent
with Parking and Storage Regulations in article 53.6 of the zoning code.

g. The reservation of landscaping areas for the purposes of separating
or screening service and storage areas from the street and adjoining
building sites, breaking up large expanses of paved areas, separating or
screening parking lots from the street and adjoining building sites, and
separating building areas from paved areas to provide access from buildings
to open space areas;

The site would contain landscaping buffers behind sidewalks. The parking would
be enclosed in the building and would not result in large expansive paved areas.
The required openings for ground floor parking would be designed to match the
