ATTY/RESO.0075/PC RESO 1690BROADWAY <br />REV: 07-11-23 JB <br />Page 5 of 24 <br />vanpool programs, subsidized transit passes, and financial incentives to <br />employees for walking or bicycling to work in order to comply with the TDM Plan. <br /> <br />Section 5. The Planning Commission makes the required findings for approval of <br />Architectural Permit AP2022-013 pursuant to Section 45.4. Specifically, the Planning <br />Commission finds: <br /> <br />a. The existence of sufficient variety in the design of the structure and <br />grounds to avoid monotony in the external appearance; <br /> <br />All sides of the building would have articulation and interest achieved with the use <br />of varying materials, neutral colors, and juxtaposition of trims and accents. The <br />project would avoid monotony in the façade with modulation of the walls, trim <br />elements, punched out architectural window surrounds, canopies, and changes in <br />building material. The design of the structure would have sufficient variety of <br />design. <br /> <br />b. The size and design of the structure shall be considered for the <br />purpose of determining that the structure is in proportion to its building site <br />and that it has a balance and unity among its external features so as to <br />present a harmonious appearance; <br /> <br />The site is located in an area zoned as a high intensity commercial corridor. The <br />proposed height is consistent with the vision for the MUC-SB. The overall height <br />of the building (53’-9 3/4”) is consistent with the commercial maximum height (60’) <br />with exception of the tower element (64’-9"). The intent of the MUC-SB zoning is <br />to place mixed-use buildings along the corridor and to utilize smaller building sites <br />to increase density adjacent to the City’s downtown. The building uses changes in <br />colors and modulation of the facade with punched out architectural window <br />surrounds, canopies, and building material changes to visually break up the <br />building mass. Additionally, the corner of the building incorporates a blue tower <br />element that breaks up the massing of the building to create a signature design <br />feature, which appears as a different façade than the rest of the building. <br /> <br />The AAC had previously found the architectural expression of the building is <br />improved as a five-story hotel and complies overall with the commercial height <br />limit. No changes are proposed to the previously approved design. <br /> <br />c. The extent to which the structure conforms to the general character of <br />other structures in the vicinity insofar as the character can be ascertained <br />and is found to be architecturally desirable; <br /> <br />The site is adjacent to three to five story multifamily buildings and single- story <br />commercial buildings. The site is located in the MUC-SB corridor, which envisions <br />development at the scale of the proposed hotel. The site is near the Downtown <br />and Kaiser Hospital Precise Plan areas, which both allow intensive land
