REV: 07-15-24 LF <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />The City is implementing the Belmont Slough Levee Failure Repair Project (“Project”) to <br />repair a failed levee section along the Bay Trail on Belmont Slough (37.539752 - <br />122.253614) in Redwood City. <br />Consultant will provide the services described below during Project construction. <br />Task 1. Biological Compliance Surveys, Monitoring, and Reporting <br />Consultant’s biologist(s) will conduct a pre-construction survey for special status wildlife <br />species and nesting birds within all construction areas and proposed staging areas and <br />access routes. The survey will be conducted within 7 days prior to initial construction <br />activities. Consultant will provide written communication of the preliminary survey results <br />to the City’s Project Manager within 24-hours following the survey. Protocol-level species <br />surveys are not included under this task. <br />In addition, Consultant will prepare and conduct a pre-construction environmental training <br />covering sensitive species and resources that may be in the work area. The training will <br />include a general discussion of the biology and behavior of sensitive species potentially <br />occurring in work area and procedures in the event that sensitive species are <br />encountered. Consultant will prepare and distribute training material for workers to carry <br />on-site. Trainings will be held on-site prior to initiating work. <br />During Project construction, Consultant will provide daily biological monitoring. The <br />construction area will require temporary dewatering and diversion. Consultant will <br />observe dewatering activities and rescue and relocate stranded aquatic life in the <br />dewatered area. Consultant will maintain a record of all fish and/or aquatic wildlife <br />rescued and moved during dewatering. Consultant will maintain a monitoring log to record <br />monitoring activities. The log will provide brief notes after each visit that will include the <br />name of the biologist onsite, dates and times of monitoring, description of activities <br />monitored, species observations and relocations, and recommended protective <br />measures if regulated species are observed. Photographs will also be taken to document <br />site conditions during monitoring. This scope of work assumes biological monitoring will <br />be required for up to 10 working days. <br />If wildlife is detected in the construction area, the monitoring biologist will have the <br />authority to stop work until the species has moved out of the construction area or has <br />been safely relocated. If federal or state listed species are encountered during the surveys <br />and/or monitoring, Consultant will inform the City’s Project Manager and shall contact the <br />U.S. Fish and Wildlife Service (USFWS) and/or CDFW for further guidance. <br />Following Project completion, Consultant will prepare a brief memorandum (memo) that <br />will include survey methods, personnel, species observations, and monitoring results. The <br />daily monitoring log and representative photos will be included with the memo as <br />ATTY/AGR.2024.107/Montrose Environmental (Belmont Slough Levee Repair) (Page 11 of 13)
