<br />78 <br />Page 1 <br /> <br />REPORT <br /> <br />To The Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />November 23, 2009 <br /> <br />SUBJECT <br />New General Plan <br /> <br />RECOMMENDATION <br />That the City Council approve the Draft General Plan as the proposed "project description", <br />with input of the Planning Commission, and direct staff to complete the Environmental <br />Impact Report (EIR) for subsequent Planning Commission certification of the EIR and <br />subsequent Planning Commission approval and recommendation of the Draft General Plan. <br /> <br />BACKGROUND <br />At the City Council meeting on November 9, 2009, staff presented highlights of the revisions <br />that were being incorporated into the Draft General Plan. The revisions are primarily focused <br />on the following areas: <br /> <br />. Housing Element <br />. Economic Data Update <br />. Sustainability <br />. Flood Plain Analysis and Policy <br />. Walking Shed Map <br /> <br />. Redwood Creek/Harbor Master Plan <br />. Seniors <br />. Freight Rail <br />. Traffic Model Analysis <br />. Environmental Impact Report <br /> <br />The revisions are now complete and the Draft General Plan is ready for City Council and <br />Planning Commission review. At this joint meeting the City Council along with the Planning <br />Commission will be asked to affirm that the Draft General Plan now reflects the Council's <br />policy objectives, and that it is therefore appropriate to proceed with the completion of the <br />EIR. An "open house" will be held in the City Hall foyer before the meeting on November 23 <br />(6:00 pm) with exhibits and discussions for the general public. Copies of the Draft General <br />Plan have been transmitted under separate cover, and posted on the City's website at <br />htto :IIwww.redwoodcitv.ora/cds/olannina/aeneralolan.htm I <br /> <br />Several accommodations have been made to assist the Planning Commission and City <br />Council in their consideration of the revisions in this extensive document. The document <br />itself includes yellow highlighting in the areas reflecting the most significant changes. The <br />highlights bring focus to major policy areas or new sections of the Draft General Plan and are <br />the result of direction from the City Council, Boards, Commissions, and Committees and <br />other commenters made during the public review period as well as from the General Plan <br />Team's work to ensure the highest quality document possible. The highlights do not cover <br />every change that has been made, including relatively minor text changes associated with <br />improving overall readability and consistency or deletions. A revisions guide, transmitted <br />under separate cover along with the Draft General Plan, summarizes the major highlighted <br />areas and lists the corresponding page numbers and descriptions. Finally, a comment <br />matrix (also transmitted under separate cover) lists and provides responses to approximately <br />500 comments made on the prior draft of the General Plan since it was initially vetted last <br />
