Generally, the approach to responses was to consider each in a favorable manner <br />provided that the responses were not in conflict with (or did not change) Council direction <br />and the basic fundamental aspects of the plan's basis, such as the Guiding Principles. In <br />cases where comments conflicted with Council direction, they are not incorporated. In other <br />cases, comments were not specifically relevant to the General Plan or were too detailed to <br />be included in a higher level planning document and thus they were not necessarily <br />incorporated as suggested; however, in all cases the comments provided significant <br />additional insight into the overall planning process. <br /> <br />NEXT STEPS <br />With the Council's anticipated actions this evening, the Draft General Plan will move quickly <br />into a resumed EIR preparation mode, with the following schedule goals: <br />1. By December 15, 2009, re-scoped Notice of Preparation (NOP) out <br />2. By January 31, 2010, Public comment period concluded <br />3. By March 15, 2010, Draft EIR completed <br />4. By May 15, 2010, Public review period closed <br />5. By July 1, 2010, Planning Commission EIR certification and Council Plan <br />approvals in place. <br /> <br />At the November 9 meeting the City Council requested an update regarding the overall <br />General Plan budget, a summary of which is provided in Attachment 1. <br /> <br />ALTERNATIVES <br />1. Direct the General Plan Team to prepare relatively minor revisions to the Draft General <br />Plan and to proceed with environmental review with the revised document. Schedule <br />impacts should be negligible. <br /> <br />2. Direct the General Plan team to prepare relatively significant revisions to the Draft <br />General Plan, and then return to the Planning Commission and City Council for <br />consideration of the revisions before proceeding with environmental review.
