Powers & <br />Associates (environmental review). <br />The proposed scope of work included in the Professional Services Agreement for City Council <br />consideration (Attachment 2) includes several key components. As a first step, the consultant team’s <br />outreach specialists will prepare a Community Engagement Strategy that connects City staff and the <br />consultant team with local stakeholders, existing neighborhood groups, and harder to reach populations <br />such as monolingual speakers, youth, students, and low-income residents, among others. Outreach is <br />intended to broadly and equitably engage the Redwood City community in substantive discussions around <br />topics and questions that will inform the alternatives and framework for a new plan and to foster <br />community ownership of the plan. Outreach will be performed in various formats at key stages of plan <br />development to ensure community input is incorporated throughout the process. The proposed scope <br />includes a City Council study session that provides Council the opportunity to review and provide feedback <br />on the Community Engagement Strategy prior to commencement of formal outreach activities. <br />Subsequent to developing the Community Engagement Strategy, an Existing Conditions Analysis and an <br />Economic/Market Study will be prepared to help staff, decision-makers, and the public understand the <br />study area’s current challenges and opportunities. These studies will support development of Plan <br />Alternatives and ultimately a recommended Plan Framework that will be considered by the Planning <br />Commission and other BCCs and advisory bodies prior to being submitted to the City Council for final <br />endorsement. <br />Once City Council endorses the Plan Framework, the consultant team will write the Draft Plan and begin <br />environmental analysis, which will likely be in the form of an Environmental Impact Report but may at <br />least partially tier from existing adopted environmental documents. After receiving additional community <br />feedback on the Draft Plan, the Final Plan and environmental review documents will be submitted for final <br />City Council approval. <br />Work on this planning process is anticipated to fully commence in September 2024 and wrap up with <br />approvals in early 2027 with multiple opportunities for City Council and public comment and feedback <br />along the way. The cost for the proposed scope of work in the Professional Services Agreement proposal, <br />including sub-consultant work, totals $3,068,241, which includes a base budget of $2,789,310 and a 10% <br />contingency of $278,931. <br />FISCAL IMPACT <br />The cost of the Professional Services Agreement with WRT for preparing the Downtown & Central <br />Redwood City Plan would be $3,068,241 (inclusive of a 10% contingency) and will be paid for using General <br />Plan fund balance generated from maintenance fees collected to fund strategic planning initiatives. These <br />fees applied to every building permit the City issues and pay for the City’s long-range urban planning and <br />efforts such as development of, updates to, and implementation of General Plan Elements and <br />area/specific plans, Zoning Code maintenance, etc. The Plan will supersede the Downtown Precise Plan, <br />which was adopted as part of the General Plan.
