Page 4 of 6 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Strategies and standards for ensuring that infill development in and adjacent to residential areas <br />of Centennial and Stambaugh-Heller is compatible with existing development and historic <br />districts; <br />Updated objective development standards for Downtown to support high quality design, enhance <br />Downtown’s unique character, and ensure adaptation and preservation of historic resources; <br />Urban design and safety strategies to improve streets and public spaces in Downtown, Centennial, <br />and Stambaugh-Heller and to improve multi-modal connections from Redwood City’s outer <br />neighborhoods to Downtown; <br />In the context of existing infrastructure plans and ongoing infrastructure planning efforts, <br />priorities for infrastructure improvements and climate resiliency strategies in Downtown, <br />Centennial, and Stambaugh-Heller that focus in particular on flood mitigation; <br />Strategies to support the Redwood City Transit District vision for creating a transportation hub <br />that is highly accessible and well-integrated into Downtown; <br />A community benefits program tailored to the anticipated needs of Downtown and Redwood City <br />residents, workers, and visitors, and; <br />Actionable implementation strategies that identify mechanisms for funding necessary <br />infrastructure and supporting desirable development. <br />ANALYSIS <br />The City received proposals from five consultant teams in response to its RFP for the Downtown & Central <br />Redwood City Plan by the March 5, 2024, deadline. An RFP review committee composed of City staff with <br />expertise in planning, environmental planning, transportation, and economic development rated the <br />proposals and selected three teams for follow-up interviews. An interview committee composed of three <br />staff from the Planning Division and one external member with expertise in planning conducted interviews <br />with the three selected teams on April 16 and 18, 2024. <br />Staff recommend WRT for this project based on the quality of their proposal, their expertise in community <br />engagement and the core areas of focus anticipated for the Plan, and their previous work experience and <br />project delivery capabilities for other large-scale planning projects in the Bay Area. These projects include <br />the Santa Clara Downtown Precise Plan, Millbrae Downtown and El Camino Real Specific Plan and <br />Streetscape Plan, San Carlos Downtown Specific Plan and Streetscape Plan, Capital Caltrain Urban Village <br />Plan (San Jose), Tiburon General Plan and Objective Design and Development Standards, and Santa Clara <br />Station Area Plan. <br />The sub-consultants supporting WRT will bring multidisciplinary expertise to the project and most of them <br />have a history of working on other planning efforts in Redwood City, including EPS (economic and market <br />analysis), MJB Consulting (retail specialist), ELS Architecture (retail-entertainment design specialist), Page <br />& Turnbull (historic preservation), CHS (transportation, parking), Arup (civil engineering, sustainability, <br />6.D. - Page 4 of 68 <br />105
