Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />DATE: August 26, 2024 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Approve large, recurring purchases necessary for operations in compliance with the City’s Purchasing <br />Policy <br />RECOMMENDATION <br />By motion, approve and authorize payment of annual operating expenditures in excess of $108,000 per <br />fiscal year per vendor for fiscal year 2024-25 as provided in Table 1, for a total aggregate not-to-exceed <br />amount of $159,668,092. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />On May 4, 2020, the City Council approved Ordinance No. 2481 which amended Article VII of Chapter 2 <br />of the City Municipal Code relating to City purchasing. This ordinance governs the City’s purchasing <br />functions and establishes the levels of authority required to approve contracts and purchases based on <br />the value of the purchase. The purpose of this amendment was to update and clarify the City’s purchasing <br />procedures to ensure that best practices were implemented, as well as to meet the City’s needs. <br />The purchases for which staff is seeking approval are regular and recurring operating expenditures that <br />are paid by the City as a result of normal and common operational activities. These transactions are often <br />contractually required by an underlying document that was previously approved by the appropriate level <br />of authority, such as where the City is part of a joint powers authority, a governing board, or the City <br />partners with other neighboring agencies to share the cost of commonly needed services, such as animal <br />control services, library supplies and services, or utilizing San Mateo County’s crime laboratory services. <br />6.A. - Page 1 of 4 <br />11
