Insurance premium payments and pension contributions <br />are also included in this group of large recurring annual payments that the City is required to pay. The <br />underlying agreements supporting these payments document how charges are to be calculated but do <br />not necessarily indicate the annual cost to the City. These recurring operating expenditures are frequently <br />in excess of the threshold used to distinguish contracts requiring City Council approval (currently $108,000 <br />per fiscal year). Individual Amazon purchases and CalCard (US Bank) purchases are approved by a <br />department head or their designee. <br />Staff recommends we ensure transparency for the Council and community on such large payments.
