Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 26, 2024 <br />SUBJECT <br />Approval of change order for contract with B&D Excavation and Construction for the Redwood Creek <br />Channel Improvement Near 1891 Palm Avenue; funding from Capital Outlay Fund <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute change order to the contract with B&D <br />Excavation and Construction of Santa Rosa, California for an additional $331,500, thereby increasing the <br />contract amount to a total of $1,441,400, and authorize the City Manager, or their designee, to increase <br />the contract amount, if necessary, up to 10 percent of the new contract amount, for a not to exceed total <br />in the amount of $1,585,540. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Public Safety <br />BACKGROUND <br />During an intense storm event on December 30, 2023, a section of the creek wall failed adjacent to 1891 <br />Palm Avenue. The failure consisted of 23-feet of the concrete creek wall collapsing onto the base of the <br />rectangular concrete channel. The Public Works Services Department promptly responded to the site, <br />cleared the damage, and temporarily repaired this creek wall section with bracing to help prevent further <br />impacts to the adjacent property. Engineering staff contracted with Wood Rodgers, Inc. (Consultant) to <br />assess the severity of the damaged creek wall and prepare plans and specifications for a permanent repair. <br />The assessment concluded that approximately 23 lineal feet of channel wall had fully failed, and that the <br />additional creek walls adjacent to the 1891 Palm Avenue property exhibited between 0.84 inches and 3.72 <br />inches of lateral displacement, measured from the top of the creek wall. The consultant recommended <br />fully replacing the damaged 23-foot segment due to the extent of damage, and to consider replacement <br />of approximately 94.4-feet of half-channel wall adjacent to 1891 Palm Avenue (Alternate Work A and B). <br />6.G. - Page 1 of 4 <br />197
