The consultant has recommended replacing Alternate B <br />as part of this project, to prevent failure of this creek wall section. <br /> <br />Staff is now requesting that the City Manager be authorized to increase project funding by an additional <br />$331,500.00 in order to include the Alternate B work area, thereby increasing the contract amount to a <br />total of $1,441,400.00, and authorize the City Manager, or their designee, to increase the contract <br />amount, if necessary, up to 10 percent of the new contract amount, for a not to exceed total in the amount <br />of $1,585,540.00. This additional funding would allow for the half channel replacement of Alternate B, <br />and any other minor changes that are typical within this type of project. <br />FISCAL IMPACT <br />Funds for the Redwood Creek Channel Improvement Near 1891 Palm Ave Project are available in the <br />Capital Outlay Fund – Storm Drain (Redwood Creek and Channels) program that has an available balance <br />of $1,645,528 as of July 19, 2024. The Capital Outlay Fund is a General Fund revenue from the <br />Communications Users Tax and Utility Users Tax. No additional funds are requested. <br />ENVIRONMENTAL REVIEW <br />CEQA provides a categorical exemption from environmental review for the replacement or reconstruction <br />of existing utility systems and/or facilities involving negligible or no expansion of capacity pursuant to <br />CEQA Guidelines Section 15302, Class 2(c) Replacement or Reconstruction. It was determined that the <br />Redwood Creek Wall Maintenance Project, a program consisting of routine maintenance activities to <br />repair and rehabilitate the existing concrete channels of Redwood Creek and its tributaries, was <br />categorically exempt from CEQA pursuant to CEQA Guidelines Section 15302, Class 2 (c) Replacement or <br />Reconstruction and a Notice of Exemption was filed with the San Mateo County Clerk on April 18, 2014. <br />The creek wall repair near 1891 Palm Ave is within the scope of the Redwood Creek Wall Maintenance <br />Project. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve the additional funding, and direct staff to complete <br />construction within the original allocated funding. If the City Council provided this direction, staff would <br />continue to monitor this creek wall section for signs of further displacement or failure. A new project <br />would need to be scoped, designed, and separately bid to permanently repair this wall in the future. A <br />6.G. - Page 3 of 4 <br />199
