In the past five years there have been 15 collisions at this
intersection. Four of these collisions resulted in vehicular damage only, 10 of these collisions resulted in
injuries, and one collision resulted in a fatality. The intersection is highly used by Sequoia High School
students, Caltrain and SamTrans riders, and area residents and workers.
In 2023, the City initiated a feasibility study to evaluate the signal operation at this intersection to improve
pedestrian safety. The feasibility study was followed by a locally funded engineering design that added
protected left turns, separated signal phases for pedestrians, enhanced intersection geometry and
crosswalk conditions, and ADA improvements. The engineering design phase will be completed by the end
of 2024. This project requires an encroachment permit from Caltrans. The project’s total construction cost
is $1,240,000 and the grant request is for $1,116,000. This project requires a 10% local match, so the City
will add a local match of $124,000 to fill the funding gap and fully fund the project.
Each of these projects support the City Council’s Strategic Initiatives to create policies and infrastructure
to support zero emission trips and to implement Vision Zero strategies. They also advance the City’s vision
to “eliminate traffic fatalities and severe injuries for all modes by 2030, provide a walking and bicycling
friendly community, provide seamless multi-modal connections, and invest in projects that support a
resilient, equitable, and sustainable transportation system.”
FISCAL IMPACT
The local match for the grant projects will be covered by a combination of Measure A Fund 262 and the
Capital Outlay Fund 357 as outlined in Table 1 below. Funding for the local matches has been included in
the previously adopted Capital Improvement Program budgets; no additional allocation is required.
Table 1: Proposed Project Funding
Project Project Cost Grant Request Local Match Local Match
Source
Vera Avenue
Bicycle Boulevard
Project
$1,396,000 $1,326,000 $70,000 (5%)Measure A Fund
262, Active
Transportation
Corridors Program
James Avenue/El
Camino Real
Intersection
Improvement
$1,240,000 $1,116,000 $124,000 (10%)Capital Outlay
Fund 357, Traffic
Signal
Replacement
Program
ENVIRONMENTAL REVIEW
Authorization to submit a grant application is not a project under California Environmental Quality Act
(CEQA) as defined in CEQA Guidelines, section 15378, as applying for and accepting funding have no
6.H. - Page 3 of 6
203
