Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />This program requires each sponsor to adhere to the following requirements: <br />Submit a maximum of three applications with a total funding request up to $5 million. <br />Submit a governing board resolution in support of the project applications prior to the application <br />deadline on August 30, 2024. <br />Provide a 10% minimum local match for all projects. Local match may be reduced to 5% minimum <br />for projects that are located within the defined Equity Priority Areas. <br />ANALYSIS <br />Staff is requesting that the City Council support grant applications for the following projects. The <br />Transportation Advisory Committee received an update on the projects as an informational item at their <br />June 11, 2024 meeting: <br />Vera Avenue Bicycle Boulevard Project <br />Between 2020 and 2022, the City completed the design and implementation of a quick-build bicycle <br />boulevard project on Vera Avenue between El Camino Real and Alameda de las Pulgas. As part of the post- <br />installation evaluation in spring 2022, the City held a neighborhood workshop and mailed a survey to <br />2,300 addresses, located within one block of Vera Avenue. The survey sought neighborhood feedback on <br />the quick-build improvements and needed modifications. Sixty-seven percent of the respondents <br />supported transitioning the project into a permanent bicycle boulevard. A few months after the <br />installation, staff installed the following minor modifications to improve its operation: <br />Added red curbs around traffic circles to provide space for vehicles and bicycles to pass <br />Shifted stop signs from Vera Avenue to the cross streets to give priority to bicyclists on Vera <br />Avenue. <br />In late 2022, the City applied for and received a grant through the TA’s Measure A and Measure W Cycle <br />6 Pedestrian and Bicycle Program to complete the engineering design phase for the permanent bicycle <br />boulevard project on Vera Avenue from Alameda de las Pulgas to El Camino Real. Currently, engineering <br />design firm Kimley-Horn is designing the project. The design phase will be completed by the end of 2024 <br />and the project will be ready for construction. The City held an in-person neighborhood meeting for the <br />project on August 6, 2024, to seek residents’ feedback on the project design. <br />The proposed $1,396,000 project is intended to change the five quick-build traffic circles to permanent <br />circles, change the rubber speed cushions to permanent ones, and install bicycle crossing markings at the <br />Hudson Street/Vera Avenue intersection and signage through the Red Marton Park path. The grant <br />request of $1,326,000 will cover the construction cost. The project is in an equity priority area and is <br />eligible for reduced (5%) local match, so the City will add a local match of $70,000 to fill the funding gap <br />and fully fund the project. <br />6.H. - Page 2 of 6 <br />202
