The City renewed the pilot in 2020 for a <br />subsequent year. In 2021, the City entered into a three-year agreement with Camino for a total amount <br />of $60,000. While the Agreement expired on March 31, 2024, the Parties continue to work together to <br />ensure continuation of delivery of services, and they now wish to enter into an amendment agreement to <br />authorize payment for services rendered since April 1, 2024 and to extend the term for three-years. The <br />amendment agreement was not processed sooner due to limited staff capacity. <br />ANALYSIS <br />The amendment agreement includes a three-year term from April 1, 2024 through March 31, 2027, for a <br />total amount of $69,000. A flat fee of $23,000 is to be paid annually before April 1, which is the start of <br />each subscription year. <br /> Funding Contract Term <br />Original Contract $60,000 April 1, 2021 - March 31, 2024 <br />Amendment $69,000 April 1, 2024 - March 31, 2027 <br />Total <br />$129,00 <br />0 April 1, 2021 - March 31, 2027 <br />The City has used Camino’s services since 2019, and various online permit applications are currently <br />available to residents through the online Camino platform. The platform is fully integrated with the City’s <br />Geographic Information System (GIS). It would take significant time and additional funding to rebuild <br />these permit applications and set up the GIS connections in order to accommodate a different platform. <br />In view of the above factors, pursuant to the City’s Purchasing Ordinance, staff recommends the use of <br />the City’s “Best Interest exemption” for this contract. Per Section 2.67.4 (C) of Chapter 2, Article VII in the <br />City’s Municipal Code: <br />except where otherwise required by federal law or by reason of the source of funding for the <br />project, goods, materials, equipment, supplies and support services may be obtained by <br />negotiated contract and without a competitive bidding process, when the City Council determines <br />that, due to the nature of the goods, materials, supplies, equipment, or support services a <br />competitive bidding process is not likely to serve the best interests of the City or to result in the <br />lowest price… Such motion shall be approved only on the affirmative votes of at least five (5) <br />members of the City Council. <br />FISCAL IMPACT <br />The financing for the proposed amendment agreement in the amount not to exceed $69,000 for three <br />years is available in the City’s GIS operating budget.
