(Camino) to provide online <br />licensing and permitting software, with costs funded by permit fees <br />RECOMMENDATION <br />By motion, determine that due to the nature of the service, a competitive bidding process is not likely to <br />serve the best interest of the City; and approve and authorize the City Manager to execute the <br />Amendment No. 1 to the Agreement for Services for an automated permit and land management system <br />with Camino Technologies, Inc. for a not-to-exceed amount of $69,000 for a period of three years, from <br />April 1, 2024 through March 31, 2027 funded by dedicated permit fee revenues, for a total not-to-exceed <br />contract amount of $129,000 for from April 1, 2021 to March 31, 2027. (Requires 5/7 vote) <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The Camino platform enables applicants to process complex permit applications online, such as residential <br />parking permits, meter service upgrades, and tree permits. It complements the City’s primary permit <br />system (i.e., CentralSquare’s ComDev). Camino offers unique features, such as online chat and advanced <br />Geographic Information System (GIS). The online chat is used by staff to assist applicants with complex <br />form submittals, and Camino’s advanced GIS is used to apply location-based restrictions to residential <br />parking permit applications. <br />In 2019, the City entered into a one-year agreement with Camino for a pilot project where the City <br />provided critical feedback on the development and optimization of the online platform, and in exchange <br />6.I. - Page 1 of 14 <br />207
