Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ENVIRONMENTAL REVIEW <br />Code Maintenance and El Camino Real Corridor Plan Implementation <br />These proposed amendments are not a “project” as defined by California Environmental Quality Act <br />(CEQA) Guidelines section 15378 because they are administrative actions consistent with adopted plans <br />and policies that do not authorize any new construction or other activities that could impact the <br />environment. Even if the amendments were considered to be a project, the proposed zoning code <br />maintenance amendments and zoning code amendments to implement the El Camino Real Corridor Plan <br />regarding childcare are exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) because it <br />can be seen with certainty that there is no possibility that their adoption may have a significant effect on <br />the environment. Adoption of these amendments does not involve any physical development activity and <br />future development would be subject to separate environmental review under CEQA. <br />Housing Element Implementation <br />The Housing, Built Environment, Public Safety, Building Community, Natural Resources & Environmental <br />Justice Elements Update to the Redwood City General Plan Environmental Impact Report (Focused <br />General Plan Update EIR, State Clearinghouse No. 2022100449) evaluated an update to the Housing <br />Element and other General Plan Updates. On February 13, 2023, the City Council adopted Resolution No. <br />16124 certifying the Focused General Plan Update EIR and adopting Findings of Fact, a Statement of <br />Overriding Considerations, and a Mitigation Monitoring and Reporting Program. In conjunction, the City <br />Council approved the updated Housing Element and other General Plan updates. The proposed Housing <br />Element implementation Zoning Code amendments were analyzed in, contemplated by, and are <br />consistent with the program analyzed in the Final EIR under CEQA Guidelines 15168(c), and no additional <br />environmental review is required. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. No public comments were received as of the preparation of this report. <br />ALTERNATIVES <br />1. Reintroduce the ordinance with changes. <br />2.
