ATTY/ORD.0007.1/CC AMENDMENTS TO THE ZONING CODE (STAFF RECOMMENDATION) <br />REV: 07-15-24 VR <br />Page 3 of 4 <br /> <br />WHEREAS, on June 4, 2024, the Planning Commission of the City of Redwood <br />City held a duly noticed public hearing, in accordance with all applicable requirements of <br />the Redwood City Zoning Code, to consider the Zoning Code Amendments and <br />unanimously recommended adoption by the City Council, including an amendment to <br />reduce the minimum parking requirement for the Group Home land use in mixed-use <br />districts in Article 30.4(B) to zero; and <br /> <br />WHEREAS, on June 13, 2024, the Board of Directors of the City/County <br />Association of Governments of San Mateo County, acting as the San Mateo County <br />Airport Land Use Commission, adopted a resolution determining the Zoning Code <br />Amendments to be consistent with the policies and criteria contained in the <br />Comprehensive Airport Land Use Compatibility Plan for the Environs of San Carlos <br />Airport; and <br /> <br />WHEREAS, on July 12, 2024, a public notice of these amendments was circulated <br />in the San Mateo Daily Journal; and <br /> <br />WHEREAS, on July 22, 2024, the City Council held a duly noticed public hearing <br />in accordance with all applicable requirements of the Redwood City Zoning Code to <br />consider the Zoning Code Amendments, including the Planning Commission <br />recommendation to reduce the minimum parking requirement for the Group Home land <br />use in mixed-use districts in Article 30.4(B) to zero, and having considered them, <br />determined to adopt the Zoning Code Amendments as originally proposed by staff, as <br />shown in Exhibit A. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY, AS FOLLOWS: <br /> <br />Section 1. Recitals. The recitals set forth above are true and correct and are <br />hereby incorporated herein by this reference as if fully set forth in their entirety. <br /> <br />Section 2. Findings. In accordance with all requirements of Article 49 of the <br />Zoning Code, the City Council hereby finds that the proposed Zoning Code Amendments <br />are in the public interest, are consistent with the Redwood City General Plan, and <br />increase the quality of the provisions of the Zoning Code in guiding and regulating the <br />future development, growth, and evolution of Redwood City. <br /> <br />Section 3. Compliance with CEQA. The proposed Zoning Code Amendments <br />have been reviewed with respect to applicability of the California Environmental Quality <br />Act ("CEQA") and the State CEQA Guidelines (California Code of Regulations, Title 14, <br />Sections 15000 et seq.). <br /> <br />a. The Zoning Code Amendments related to the implementation of the Housing <br />Element were analyzed in, are contemplated by, and are consistent with the <br />program analyzed in the Focused General Plan Update EIR under CEQA <br />6.J. - Page 6 of 164 <br />226
