The <br />Focused General Plan Update EIR, incorporated herein by reference includes <br />a statement of overriding considerations and a Mitigation Monitoring and <br />Reporting Program which remain applicable. <br /> <br />b. The proposed maintenance Zoning Code Amendments and Zoning Code <br />Amendments to implement the El Camino Real Corridor Plan regarding <br />childcare are not considered a “project” under CEQA Guidelines section 15378 <br />because they are administrative actions consistent with adopted plans and <br />policies that do not authorize any new construction or other activities that could <br />impact the environment. Even if they were considered to be a project, they are <br />exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3) <br />because it can be seen with certainty that there is no possibility that their <br />adoption may have a significant effect on the environment. Adoption of these <br />amendments to the Zoning Code does not involve any physical development <br />activity and future development would be subject to separate environmental <br />review under CEQA. <br /> <br />Section 4. Adoption of Zoning Code Amendments. The City Council of the City <br />of Redwood City hereby adopts the Zoning Code Amendments as provided in Exhibit <br />“A” attached hereto and incorporated by reference, by adding text shown in underline <br />(example) and deleting the text shown in strikeout (example). Wording in brackets <br />([example]) is informational only and is not to be included in the published ordinance. <br /> <br />Section 5. Effective Date.
