Water rates for the Enterprise are also <br />subject to drought rate revenue stabilization factors that may be applied to water use charges for <br />all water customers and implemented during locally declared water shortages, state mandated <br />reductions in the level of water usage, or other natural disaster or events that requires reductions <br />in water usage. The City Council of the City may implement the drought rate factors as necessary, <br />to ensure that the Enterprise recovers sufficient revenues to meet its expenditures and debt <br />obligations. The maximum drought rate factors are set forth in the table below. The City also charges certain connection and capacity <br />fees related to new connections to the Enterprise. A connection fee, which includes the water <br />meter and installation, is charged based on meter size, with a 5/8” meter currently charged <br />$803.45. Water capacity fees are also charged for new connections based on account type and <br />meter size, with single-family residential accounts with meters up to 1” in size currently charged <br />a capacity fee of $5,679. Single family accounts requiring a 1.5” meter or larger, and multi-family <br />and commercial accounts, are charged capacity fees based on meter size. The water capacity <br />fee charged starting in Fiscal Year 2023-24 consolidates and replaces two prior one-time fees <br />known as the facilities fee and capacity charge.
