Street
maintenance is funded primarily by State funds. The City is projected to receive approximately $2.16M in
RMRA funds for Fiscal Year 2024-25, and $2.84M from other sources. Other sources include $2M in one-
time funds from the General Fund, an allocation that responded to community feedback received in
surveys this spring.
Although the City will fund the FY 2024-25 program at $5M, this amount is insufficient to maintain the
City’s current PCI. An annual budget of $9.6M is needed to obtain an overall citywide PCI greater than 70.
Gap Between Current Funding and Funding Required to Increase PCI >70
FY 2024-25 Budget Budget required per year to
increase to PCI > 70
Gap between current funding
and required funding
$5M $9.6M $4.6M
* Per latest PCI report (2022)
Table 1
Moreover, according to the 2021-22 Pavement Management Program Update (April 13, 2022), Redwood
City has $21M worth of deferred roadway maintenance, and this amount is increasing. Staff will be
working with the City Council’s Finance and Audit Sub-Committee this year to assess opportunities to
increase total funding for pavement management and other infrastructure needs.
8.B. - Page 3 of 12
886
