No formal action will occur at this <br />meeting. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On May 10, 2021, the City Council held a study session and provided input on the City’s Homelessness <br />Initiatives. The Work Plan (“Plan”) features four main objectives: <br />1. Implement the County of San Mateo’s vision of “Functional Zero”1 homelessness in Redwood City1; <br />2. Mitigate public health, public safety, and environmental concerns related to unsheltered homelessness <br />and homeless encampments in Redwood City; <br />3. Transition unsheltered residents in Redwood City into permanent housing; and <br />4. Eliminate the long-term impact of encampments and street homelessness in Redwood City. <br />On August 22, 2022 and October 23, 2023, staff provided the City Council with an update on the Plan. <br />1 Functional zero homelessness means that every unsheltered homeless person in San Mateo County who chooses <br />assistance can be sheltered in an emergency shelter or in temporary or permanent housing. <br />8.A. - Page 1 of 7 <br />131
