City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
The 23% decrease largely is driven by:
The success of Redwood City’s RV Safe Parking Program that ended in February 2022 with 60% of the
original participants transitioning to permanent housing;
The subsequent launching of the Coordinated, Inter-Agency Redwood City Outreach Strategy (OS)
Team in November 2022, and
The opening of the 44 unit El Camino House (former Stone Villa Motel) in fall 2022 and the opening
of the 240-unit Navigation Center last summer.
In Fiscal Year 2023-24, 988 homeless individuals in 587 households sought services at Redwood City’s Fair
Oaks Community Center (FOCC), one of seven San Mateo County Core Service Agencies that provide safety
net services countywide and serve as the local entry point for shelter. Meanwhile the Redwood City
Outreach Strategy (OS) Team focused on reaching people who are not otherwise going to a Core Agency
– including chronically homeless individuals many of whom are living in vehicles or encampments – as
well as those families who have sought shelter services at a Core Agency but are out on the street while
waiting to access shelter.2
Since its inception in November 2022, the RWC OS Team has made important progress in transitioning
chronically homeless unhoused residents into permanent housing or helping them on the pathway to
permanent housing. During the Council presentation, staff will provide further detail on the 40 individuals
who have moved into permanent housing and 146 households of individuals and families that entered
shelter.
2 The family shelter waitlist continues to be extremely long with upwards of 50 families on the wait list over the last
year. Between November 2022 and July 31, 2024, the RWC OS Team provided outreach services to 54 families and
helped 34 families access the Motel Respite Program and 28 families enter family shelter.
8.A. - Page 3 of 7
133
