Phase 2B, constructed by Stanford, extended the transmission and <br />distribution system to the Stanford campus on Broadway (crossing under Highway 101 to the intersection <br />of Broadway and Douglas Avenue). <br />On July 15, 2024, the City Council approved the construction contract for Cratus, Inc. to construct Phase <br />2.C.1 to extend the recycled water transmission system (30” High Density Polyethylene or HDPE pipe) <br />further into Downtown Redwood City, from the intersection of Walnut Street and Marshall Street to the <br />intersection of Jefferson Avenue and Marshall Street, a total length of approximately 900 lineal feet. With <br />the City’s Downtown Precise Plan (DTPP) Plan-Wide Amendments Environmental Impact Report (EIR) <br />identifying recycled water as a required mitigation measure for development projects within the area, the <br />Recycled Water Main Downtown Extension Project is the ideal next phase for the continued expansion of <br />the recycled water transmission system. The project will extend from the end of Phase 2.C.1, intersection <br />of Jefferson Avenue and Marshall Street, along Marshall Street, crossing the Caltrain tracks to the <br />intersection of Broadway and Perry Street. <br />Figure 1: Project Location Map <br />Staff is actively engaging with the Gatekeeper project developers in the DTPP area to facilitate extending <br />the recycled water main downtown as the main will serve their project sites. In response to valuable <br />stakeholder feedback, the City has decided to take a proactive role by designing the recycled water main <br />extension. Consistent with the City Council’s policy direction in entertaining Gatekeeper projects, this <br />design aims to support downtown development and assist stakeholders in streamlining their <br />implementation of their required recycled water mitigation measures.
