The City received three proposals, which staff evaluated, based on the criteria <br />below: <br />Understanding of and responsiveness to the Request for Proposal <br />Qualifications, experience and commitment of the designated Project Manager and other key <br />personnel assigned to the project team. <br />Demonstrated expert knowledge of pressure pipe improvement design. <br />Demonstrated expert knowledge of HDPE pipeline installation. <br />Ability to sign City’s Standard Professional or General Agreement. <br />Table #1: Consultant Rankings <br />Consultant Rank <br />EKI Environment & Water, Inc.1 <br />Kennedy/Jenks Consultants, Inc.2 <br />BKF Engineers 3 <br />Based on the evaluation, staff recommends awarding the contract for professional engineering design <br />services for the Recycled Water Main Downtown Extension Project to EKI Environment and Water, Inc. <br />They will complete the scope of work for $537,153. Pursuant to the City’s Public Contracting and <br />Purchasing Ordinance, consultant rankings for professional services are determined solely by their <br />demonstrated competence and qualifications necessary for satisfactory performance. As a result, sealed <br />fee proposals are not part of the ranking process and are not reviewed for consultants who are not ranked <br />highest. In line with this requirement, the fee proposals from the second and third ranked consultants will <br />remain confidential. <br />Table #2: Summary of Terms <br />Term Until project completion <br />Compensation $537,153 <br />Contingency (if approved)$53,715 (up to 10%) <br />The proactive design of the Recycled Water Main Downtown Extension by the City is the most efficient <br />way to position the project for future development and grant opportunities. By having the design in place, <br />the City can achieve “shovel-ready” status, making it eligible to apply for various grants that can help fund <br />the project. <br />FISCAL IMPACT <br />There is no impact to the General Fund associated with this agreement. This contract will be funded by <br />the water/recycled water system users and existing collected water fees. Should future development <br />projects be approved, they will pay capacity and impact fees which will replenish the Water Fund. Funds <br />6.E. - Page 3 of 28 <br />19
