32 <br /> <br />Boards, Commissions, and Committees Handbook| SeptemberMay 2024 2021 <br />When presentfng their personal opinions or positfons, members shall explicitly state that they do <br />not represent the Council or the City. <br />• Improper Influence: BCC members shall refrain from using their positfon to improperly influence <br />the deliberatfons or decisions of City staff, boards, commission or committees. <br />• Policy Role of Members: BCC members shall respect and support the Council-Manager structure <br />of the City of Redwood City as provided in the City Charter. <br />• Positive Work Environment: BCC members shall support the maintenance of a positfve and <br />constructfve environment for residents, businesses, and City employees. <br />• Compliance and Enforcement: BCC members have the primary responsibility to ensure that <br />ethical standards are understood and met and that the public can contfnue to have full confidence <br />in the integrity of City government. This personal code of conduct shall be considered to be a <br />summary of ethical conduct by Redwood City Boards, Commissions and Committees. A member <br />can be removed from their BCC positfon by the City Council if their conduct fails to meet any of <br />these ethical standards. <br />• For Quasi-Judicial Hearings: Communicatfons with an applicant or any member of the public is <br />strongly discouraged beginning from the tfme an applicatfon has been submitted and untfl final <br />decision is reached. If any communicatfon does occur, it must be fully disclosed. <br /> <br />MEETING MANAGEMENT <br /> <br />The City of Redwood City is committed to conductfng efficient, effectfve, and accessible <br />government operatfons. The following material outlines techniques that can be used to ensure <br />that BCC meetfngs are efficiently run and give all residents an equal opportunity to address the <br />issues. <br /> <br />The Chair must recognize other BCC members in the order in which they raise their hands to <br />speak. BCC members should always speak through the Chair. When a member of the public <br />desires to address the BCC, they should fill out a speaker’s card, proceed to t he podium when <br />called, wait to be recognized, and then state their name and address for the record. The person <br />should limit their remarks to the issue under discussion. All remarks should be addressed to the <br />Chair, and not to any individual BCC member, staff member, or other person. <br /> <br />The following practfces help ensure effectfve meetfngs. <br /> <br />• Turn off all cell phones and all electronic communicatfon devices PDAs or iPads.
