Keep the agenda in mind in order to give each item the
appropriate tfme.
• Announce at the start of a meetfng if the order of agenda items is to be rearranged for
convenience, for response to those attending for only certain items, or for better pacing
of the agenda.
• Let the Chair run the meetfng.
• Be fair, impartfal, and respectiul of the public, staff, and each other.
• Give your full attentfon when others speak.
• Aabstain from an item if there is a potentfal conflict of interest (in this case it is customary
to specify what is the nature of the potentfal conflict and to exit the meetfng while the
vote takes place). Then the member can re-enter the room. If there is uncertainty
whether a conflict of interest exists, consult the liaison and/or the City Attorney as soon
as possible.
• Learn to trust your own judgment on decisions.
• Remember that people may be attending a meetfng for the first tfme and may be
unfamiliar with your procedures. In your discussion, either avoid or explain technical
terms or verbal shorthand.
• Listen to audience concerns.
• Do not engage in side conversatfons or otherwise be distracted during public testfmony.
The opportunity for public testfmony is central to the strength of democracy and is
therefore encouraged. Actfve listening, however, does not mean engaging the public in
debate. Your response is appropriately saved for after the public testfmony is closed.
• Close the public testfmony before you begin serious deliberatfon on an issue.
• Sometfmes questfons can most effectfvely focus discussion and direct decision -making.
For Example: What is the history behind this item? What are the benefits and drawbacks?
What other alternatives did you consider?
ATTENDANCE

All BCC members are subject to the Board, Committee, and Commission Attendance Policy
(Exhibit A) and are expected to attend all meetfngs as part of their service.
