Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />vary based on the municipality or district, day of the week (garbage collection day), or whether the <br />building backs are visible to the public. <br /> <br />The Civil Grand Jury report also includes recommendations for a more proactive approach to handling the <br />garbage and parklet sanitation problems around restaurant exteriors in San Mateo County, and <br />suggestions for preventive maintenance. <br />Within 90 days after the Grand Jury submits a report regarding the operations of any public agency, <br />California Penal Code §933(c) states the “Governing body of the public agency shall comment to the <br />presiding judge of the Superior Court on the findings and recommendations pertaining to matters under <br />the control of the governing body…”. <br />The City must submit a response to the Grand Jury by October 7, 2024. <br />ANALYSIS <br />The report presents seven Findings and makes four Recommendations. The report instructs cities and <br />towns to respond to Findings 1 through 6 and Recommendation 4, while San Mateo County must respond <br />to all findings and recommendations. Staff has reviewed the Grand Jury’s Findings and Recommendations <br />and developed a response to the Grand Jury report for City Council consideration and Mayor’s signature <br />(Attachment B). The findings and recommendations, along with the City’s proposed response are provided <br />below. <br />For the findings in the Grand Jury’s report, the City must indicate one of the following: <br />1. The City agrees with the finding. <br />2. The City disagrees wholly or partially with the finding, in which case the response shall specify the <br />portion of the finding that is disputed and shall include an explanation of the reasons, therefore. <br />Findings and Proposed City Responses: <br />F1: Sanitary conditions of the exterior of restaurant facilities fall outside current inspections of the County <br />Health Department. The varying unsatisfactory conditions in the waste removal areas of the facilities <br />shows something is lacking in the regulatory process. <br />Proposed Response: The City agrees with the finding. <br />F2: Sanitary conditions of parklets fall outside of current inspections by the County Health Department or <br />Vector Control. <br />Proposed Response: The City agrees with the finding. <br />F3: Sanitary conditions of exterior areas used for waste storage and disposal fall outside current <br />inspections by local jurisdictions; local jurisdictions are, by and large, only reactive to an actual complaint. <br />6.F. - Page 2 of 32 <br />46
