Page 2 of 3 <br />The City’s complex pump control systems, which are essential for filling water tanks, regulating water <br />pressure and wastewater flow, and providing water and wastewater services to the City, require the <br />expertise of specialized staff and contractors to maintain. <br />On May 10, 2024, staff issued a Notice Inviting Bids (NIB) published in the San Mateo Daily Journal and <br />posted on the City’s website. Staff also notified multiple prospective bidders of the solicitation. One bid <br />was received by the June 5, 2024, submission deadline. <br />ANALYSIS <br />Prospective bidders were asked to submit the cost for performing PM services for the City’s pump control <br />systems. The bid submission form also factored materials markup costs into the total bid submitted by <br />each bidder. The bid received is summarized below. <br />Contractor Bid Amount <br />NAZ & CO. dba True Blue Automation Services $ 133,600 <br />As seen above, NAZ & CO. dba True Blue Automation Services (True Blue) is the lowest responsive and <br />responsible bidder. Based on staff experience, the pricing provided by True Blue is fair and competitive <br />for the respective industry. <br />Annual expenditures can fluctuate as repair needs are usually discovered during the course of performing <br />PM services and must be authorized on an as-needed basis. Staff is requesting authorization for a not-to- <br />exceed amount intended to facilitate the City’s needs in the most efficient manner. However, staff will <br />only encumber funds as necessary and as adopted budgets in respective fiscal years will allow. Increased <br />funding for each term is requested with a cap of 3%, compounded annually, to account for inflation.
