Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />On April 26, 2024, PWS issued a Notice Inviting Bids (“NIB”) for as-needed backfill materials. The NIB was <br />emailed to four potential vendors, published on the City’s website, and the San Mateo Daily Journal. Staff <br />received bids from two vendors: Graniterock and Stevens Creek Quarry, Inc. (“Stevens Creek Quarry”), with <br />Stevens Creek Quarry submitting the lowest bid. The following table summarizes the Total Bid Price by <br />vendor. <br />Table #1: Total Bid Price by Vendor <br />Vendor Total Bid Price <br />Stevens Creek Quarry $63,250* <br />Graniterock $130,500* <br />*Total Bid Price was calculated or re-calculated based on unit prices. <br />Staff recommends approving and authorizing the City Manager to execute a one-year Master Purchase <br />Agreement for Goods, Commodities, and Services with Stevens Creek Quarry, the lowest responsive and <br />responsible bidder, to provide backfill materials with a not-to-exceed amount of $85,000 to be purchased <br />on an as-needed basis and including a contingency amount for any unanticipated utility trench repairs. <br />Staff also recommends authorizing the City Manager to extend the agreement for up to two additional, <br />two-year terms, with a potential aggregate contract amount not to exceed $460,387.42. <br />FISCAL IMPACT <br />The amount of $85,000 is available to allocate from various Public Works Services operating budgets. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may elect not to award the Master Purchase Agreement to Stevens Creek Quarry and <br />direct staff to issue another NIB. <br />6.H. - Page 2 of 15 <br />95
