REV: 08-22-24 VR <br />Task 4 – Existing Conditions Analysis <br />4a – Land Use, Ownership, Development, Urban Design, and Code Analysis <br />WRT will map and evaluate existing local conditions, policies, and regulations as relate <br />to: <br />Existing land use, <br />Land ownership (public entities and private), <br />General Plan land use, <br />Zoning districts, <br />Subdistricts and special places in planning area, <br />Pedestrian-oriented commercial frontage, <br />Building height and mass, <br />Synthesis of land use factors related to relative height and density/intensity, <br />Underutilized “development opportunity” sites, and <br />Development that has occurred since adoption of the Downtown Precise Plan <br />(accompanied by concise architectural character inventory of post-DTPP projects). <br />WRT will evaluate current pertinent zoning standards and the Downtown Precise Plan to <br />identify which existing standards use verifiable benchmarks as required by State law, and <br />which standards and guidelines require subjective interpretation. P&T will review these <br />documents from a historic preservation perspective. Based on this review, WRT and P&T <br />will recommend a general approach for addressing deficiencies, as well as ways to <br />address changes that appear to be needed. WRT will also identify current standards that <br />may be impediments to achieving the residential densities called for in the City’s Housing <br />Element. <br />DELIVERABLES: <br />draft section of Existing Conditions Report on land use, ownership, development, <br />and urban design; <br />draft section of Existing Conditions Report assessing existing standards and <br />guidelines, which notes objective versus subjective language, and summary of <br />topics requiring substantive clarification/guidance by City, and discussion on <br />whether final standards should be integrated within current code or a stand-alone <br />document. <br />4b – Historic Resources & Districts with Windshield Survey <br />Page & Turnbull will map and evaluate the planning area’s historic resources and districts <br />for inclusion in the Existing Conditions Report using the following methods: <br />a. P&T will review existing background historic resource documentation (such as the <br />Downtown Precise Plan (DTPP), DTPP EIR, Transit District SEIR, and the DTPP <br />Plan Wide Amendments Subsequent EIR) to assess past efforts and the current <br />status of the City’s historic preservation tools and procedures (such as the DTPP, <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 28 of 60)
