P&T will provide key observations about the usefulness of individual development <br />standards, as outlined in the DTPP, as well as the existing categories for treatment <br />of historic properties. <br />c. P&T will conduct a high level “windshield survey” of the planning area to assess <br />the potential for any changes to historic resource eligibility related to alterations to <br />the built environment since the DTPP was prepared, as well as current best <br />practices for historic resource evaluation. P&T’s effort will provide key observations <br />about whether properties previously identified as historic resources should be <br />considered eligible or not, particularly as related to resources that are currently <br />allowed to be altered, relocated, or removed. P&T will also evaluate whether any <br />age-eligible (at least 45 years old) properties may now be eligible, as well as <br />whether any changes to the boundaries of historic districts may be considered. <br />Utilizing GIS data provided by the City, P&T will produce a map that compares <br />existing district boundaries with eligible properties based on a visual integrity <br />analysis. P&T’s scope does not include an intensive-level survey, production of <br />GIS information, or DPR 523 historic survey forms. P&T’s analysis will help identify <br />development opportunity sites in the project study area. <br />d. During this task, P&T will research current precedents of how Transfer of <br />Development Rights (TDR) programs are being used within historic districts and/or <br />as a preservation tool, and coordinate with EPS and WRT to describe how TDR <br />mechanics could work within the project study area, possibly within the context of <br />a community benefits program. <br />e. P&T will also identify predominant architectural styles and character-defining <br />features within the planning area generally and within each historic district. WRT <br />will utilize P&T’s analysis of styles and character-defining features to inform urban <br />design recommendations in Phase 1 and development of objective design and <br />development standards in Phase 2. <br />DJP&A will coordinate with Page & Turnbull to ensure its analysis is sufficient for the EIR <br />environmental setting. <br />DELIVERABLES: <br />draft Existing Conditions Report section on historic resources and districts (does <br />not include archaeological resources); <br />draft Existing Conditions Report section on community benefits (see also Task 4h- <br />1) with TDR precedents research; <br />draft map and spreadsheet describing current historic resources, historic districts, <br />and potentially eligible historic properties, relevant areas of potential TDR <br />application, and observations of potential adjustments.
