REV: 08-22-24 VR <br />4c – Parks, Open Space, and Streets <br />WRT will map, describe, and evaluate open space networks including streets; public <br />parks, plazas, and other public open spaces; and private open spaces available for public <br />use. The existing conditions analysis will be informed by the City’s 2020 Parks <br />Assessment and Downtown Parks and Bay Connectivity Plan. WRT will provide a <br />strategic summary of park programming access, policies, and plans as well as a needs <br />assessment. <br />Streets are a form of public open space as they relate to community life and pedestrian <br />environments, and WRT will classify streets from an urban design perspective, such as <br />to locate “main streets” lined by ground-floor commercial space and other street types <br />serving various functions related to their adjacent land uses. <br />Parks, streets, and other open spaces are connected to and situated within watersheds <br />and stormwater infrastructure systems. WRT will map these relationships, and, at a <br />conceptual level, identify potential opportunities for green infrastructure and potential <br />creek daylighting opportunities depending on feasibility. <br />DELIVERABLE: draft Existing Conditions Report section on parks and open space. <br />4d – Multi-Modal Transportation Network <br />CHS will lead the existing conditions analysis for the multi-modal transportation network <br />in Redwood City and its context within San Mateo County, leveraging their experience in <br />local transportation systems. Arup will support this task bringing best practices from <br />transportation systems and data analytics frameworks for compiling existing conditions <br />information in the Bay Area and beyond. <br />CHS will prepare a summary of existing transportation conditions, highlighting main <br />findings regarding mode share, traffic safety and Vision Zero, multi-modal transportation <br />infrastructure and accessibility, traffic conditions, and parking. CHS will gather and review <br />relevant existing plans and studies and document existing transportation data including <br />roadway classifications, public transportation, active transportation systems. CHS’ work <br />will be performed in the context of RWCMoves, and Redwood City’s Walk, Bike, Thrive <br />Plan, as well as recent planning projects with completed operational analysis for the <br />downtown area, such as the housing element update, TIF Nexus study, DTPP and transit <br />district amendment. <br />Once the existing conditions summary has been finalized by CHS, Arup will examine and <br />assess the planning area’s multimodal transportation system with a special focus on <br />bicycle and pedestrian access, as they review, collate, and centralize the most relevant <br />information from the existing plans documentation. Arup will then examine the planning <br />area’s multi-modal transportation system and identify key opportunities and constraints— <br />particularly with regard to the current status of transportation projects proposed in <br />ATTY/AGR.2024.139/Wallace Robers & Todd LLC (Downtown & Central RWC) (Page 30 of 60)
